As for chocolates, according to the Food Timeline,
Cadbury marketed the first box of chocolate candies in 1868, but stakes
no claim to tying chocolate to Valentine's Day (Cadbury = England).
Meanwhile, in 1849, Ghirardelli landed in San
Francisco, and—being the astute businessman he apparently was—first sold tents to the miners and then settled into chocolate-making business. In 1868, Etienne Guittard arrived in San Francisco and gave Ghirardelli a little competition by starting his own chocolate business.
